Tommy Tiser, a fisherman living in Plaquemines Parish, says he doesn’t earn enough from his catch to make a living like he did before storms. In Katrina’s aftermath, he has shared a FEMA trailer with his girlfriend, Pamela, and three grown children, and lived without a car in an area where businesses and services are scarce. Asked how he gets around, Tiser pointed to a blue bicycle kept near his broken-down car.
